Reginald McKay was a towering figure in the rowing community, leaving an indelible legacy through his extensive contributions as both an umpire and administrator. Born in Victoria and affiliated with the Footscray City Rowing Club, Reg's journey in rowing began with obtaining his FISA Umpires Licence in 1977. His expertise led him to officiate at prestigious events, including multiple World Championships, Olympic Games, and the Commonwealth Games. As an administrator, Reg held pivotal roles such as President of the Australian Rowing Council from 1989 to 1994 and Chairman of the Rowing Victoria Committee. He was a life member of Rowing Victoria and past President of his beloved Footscray City Rowing Club.

His commitment to fostering a supportive environment for athletes was evident in his efforts to bring Professor Theo Koerner as a guest coach for the Australian team in 1990, enhancing training methods and performance. In recognition of his outstanding service, Reg received the Julius Patching Award for official of the year in 2011 from the Victorian Olympic Council. Despite his accolades, Reg remained humble, cherishing the memories of his journey in rowing. He continued to actively row until nearly the end of his life, passing away on January 22, 2021.

His legacy is also carried forward by his son, Michael McKay, one of Australia's finest oarsmen. Reg's contributions have left a lasting impact on rowing at all levels, from club to international.
